In this article:

Sugonyaev and Grigoriev (2025) provide compelling evidence that regional cognitive capacity—particularly indicators such as the smart fraction—predicts regional innovativeness, operationalized through patenting activity. Building on their findings, this commentary introduces institutional context as a critical moderator of that relationship. Using regional data from the Russian Federation, we demonstrate that the positive association between smart fraction (defined as the proportion of individuals with IQ > 108) and patenting activity is conditional on regional investment in research and development (R&D). Specifically, cognitive potential translates into innovation only when adequate financial and infrastructural support is present. Our analysis further addresses methodological issues in the original study, including the questionable necessity of normalizing patenting activity by economically active population, and proposes the use of a composite index of innovativeness derived through principal axis factoring. Contrary to prior interpretations, we argue that the lack of a positive effect of individualism may reflect omitted structural variables rather than a true negative association. Overall, our findings support a systems-based view of innovation: psychological traits contribute to innovation only when aligned with enabling institutional conditions.
